End an agent’s follow-up

Ends one follow-up by its id (followUp.id on a listAssistantSubsessions row), as stopAssistantSubsession does, including one whose first check has not run and so has no session yet: no further checks run, and a running check is stopped. parentSessionId is the conversation its row is listed under; only callers who may continue that conversation may end it. The answer is stopped, or not_running when it had already ended; a follow-up that conversation does not hold answers 404. Answers 409 DAEMON_FEATURE_MISSING when the agent’s daemon cannot end a follow-up by its id, and 409 ASSISTANT_MODE_OFF for an agent outside assistant mode whose daemon serves only assistant mode’s.
