List capability requests

Lists the requests agents made for something they lack — a setting, an MCP server or a skill — newest first, at most 200, for the agents the caller can see. Filter by agentId and status. Each carries what was asked, the agent’s reason as untrusted plain text, the conversations waiting for it and what the caller may do with it.
