Clear an agent memory place layer

Delete every file of one conversation's place layer, its change history included, on the owning daemon. Organization owners only; the answer says whether there was a layer and never carries its content. Someone who cannot see a session of the conversation gets 404, as for an absent layer; anyone else who is not an owner gets 403. The change is recorded in the organization's audit log without content. 409 when the agent's daemon is too old to clear a layer; 503 when unplaced, the daemon is offline, or the memory home of the agent is not reachable right now; code says why.

A place layer's key, from GET /agents/:id/memory/channels; absent means the shared layer. A layer whose conversation shows the caller no session in the console answers 404, as an absent one does.
