Sign more parts of a file upload

For a file upload reserved in parts, presign the PUTs of up to 100 more parts (or fresh ones for parts whose URLs expired) and a fresh complete. Send the same size and part size the upload was reserved with, the multipartId it returned, and each wanted part’s number and sha256; an empty list returns only a fresh complete. 409 WORKSPACE_TRANSFER_UNAVAILABLE when the deployment cannot take uploads in parts right now, 400 WORKSPACE_UPLOAD_INVALID for a part outside the upload.
