Start a Linear workspace connect

Mint a one-shot OAuth state bound to this organization, the caller, and the workspace’s chosen default agent, then return the linear.app authorize URL. No bot or integration exists until the callback completes. Requires the relay pool: Linear delivers only over HTTP callbacks.
