Poll platform Slack app install

Completion signal for the "Add to Slack" round trip: pending while the authorize tab is open, then completed (the Bot + install are live) or failed with a short reason code. A missing_scopes failure also lists the required bot scopes the workspace authorization withheld. Returns no tokens.
