List GitHub installations

The org's live (non-revoked) installations of the deployment GitHub App — the repo picker's first level. Includes the persisted installation-effective Checks permission separately from GitHub's coarse current/outdated App-upgrade verdict; a transient verdict read reports unknown without hiding the durable roster. Org-level infrastructure: visible to every member, never restricted.
