Poll a workspace file transfer

Return the state of a workspace transfer that answered 202: 202 with the same operation while the owning daemon is still uploading, then the presigned GET exactly as the transfer route returns it. Poll about once a second. The operation is bound to the agent it was started for and is readable for ten minutes after the upload settles; 404 WORKSPACE_TRANSFER_UNKNOWN for an unknown or expired operation, after which a new transfer request reuses the uploaded copy. Pass sha256 to require the bytes still match a shared file’s digest prefix (409 WORKSPACE_FILE_CHANGED otherwise). A failed upload answers the transfer route’s errors, such as 409 WORKSPACE_STALE when the file changed while it was copied and 503 WORKSPACE_TRANSFER_FAILED.
