Create a scratch workspace folder

Create one empty directory, and any missing parent directories, in a scratch workspace on the owning daemon. Requires edit access. A path that already exists, as a file or a folder, returns 409. GitHub workspaces remain read-only, and a daemon too old to create folders returns 409.
