Restart a daemon

Command a daemon to drain and exit so its supervisor relaunches it (same version). The 202 returns the opened lifecycle op (with its id) and only means the daemon accepted the command; success is confirmed when it re-registers — track the op by id via the fleet read model’s lifecycleOp.
