Refresh the pool’s runtimes

Ask every live install-wide pool member that takes requests to re-probe its runtime image now, so a model a provider added since the last probe appears without a restart. The members elect one to claim a probe sandbox and the rest adopt its answer; the refreshed runtimes arrive through GET /daemons/capabilities once it finishes, typically within a few minutes. 202 with the members that accepted; 200 unsupported when no member takes requests (a managed pool refreshes on its own schedule). Requests within 30 s of the last one join it. Organization owners only; 503 when no member can be reached.
