Spread sessions across a member set

Turn the set’s session spreading on or off. On, an agent placed on the set may run its isolated sessions — with its repositories, provider credentials and agent secrets — on members other than the one holding it, provided that machine’s owner has opted it in with sandbox.share. Off (the default), every session runs on its holder. Every member-set response carries the current value as spreadSessions.
