Authorize an installation for an agent

Grant the agent every repository a live, unsuspended GitHub App installation claimed by this organization covers, at one tier (read by default); an explicit repository authorization on a covered repository keeps its own tier. Only an organization owner may do this, and no per-repository permission check runs. materialize defaults to on-demand; decision feeds the installation’s repositories to the per-session repository selector and needs the agent’s repositorySelector and daemons serving the agent that advertise repo-selector-v1 (409 REPOSITORY_SELECTOR_MISSING or DAEMON_FEATURE_MISSING otherwise), and always is never accepted. An agent holds at most one grant per installation.
