Set session visibility

Reclassifies a session as private or org-visible. Allowed only for the session's recorded owner (identity match) — roles grant no re-classification rights. Tightening cascades to descendant sessions and stops future agent-memory capture once the owning daemons acknowledge; memory already distilled is not retracted.
