Unbind a managed Gitea repository

Disables local authority, deletes the managed webhook by its recorded id and releases the deployment-global claim (§6). Refused with 409 while a trigger, an agent workspace or an additional-repository grant still references the repository — the binding was bound on first use and is never unbound on last use, so this is the one removal. A rejected token parks the binding in cleanup_pending until a replacement token or a manual webhook removal clears it.
